Who is eligible?
- Québec businesses.
- Research and innovation organizations, including universities, CCTT and public research centres.
Who is not eligible
- Organizations that are or use subcontractors listed in the Registre des entreprises non admissibles aux contrats publics (RENA).
- State-owned companies, or companies directly or indirectly controlled by a municipal, provincial or federal government, a municipal entity, or a company majority-owned by a state-owned company.
- Organizations in bankruptcy or insolvency.
- Organizations with ethical misconduct or products or services that could undermine integrity or call into question the probity of the Government of Quebec, even by association.
- Organizations in weapons, fossil fuel, gambling and violent games, sexual exploitation, tobacco or drug-related activities, except interventions related to cannabis and industrial hemp, or activities whose main subject is protected by the Canadian Charter of Rights and Freedoms.
