Eligibility

Who is eligible?

  • Consortia made up of at least two independent organisations.
  • One for-profit company from Taiwan.
  • One for-profit company from a participating Eureka member.

Who is not eligible

  • Universities and research organisations are not funded by DoIT.

  • R&D costs

Selection criteria

  • Impact: market fit, value creation, competitive advantages, and clear, realistic commercialisation plans.
  • Excellence: degree of innovation, technological maturity and risk, use of new knowledge, and scientific and technical challenge.
  • Quality and efficiency of implementation: consortium quality, added value from international cooperation, realistic project management, and reasonable cost structure.
  • Overall perception: experts provide three positive and negative points and state whether they recommend the project for public funding.
  • Taiwan national review focuses on technological innovation, industrial impact, feasibility, and budget justification.

How to apply

  • Contact your ministry or funding agency through Eureka’s website to discuss your project idea, finances, eligibility and procedures.
  • Create an account on the application portal, one per consortium, and select the funding opportunity.
  • Complete one application form per consortium in English and request that other partners fill out a partner form.
  • Submit a GANTT chart, a signed co-signature form, and any other required attachments.
  • If applicable, submit the national application and extra documents to the relevant funding body: Austria through FFG eCall before 16 September 2026 (end of day), Finland to Business Finland before 15 September 2026 at 17:00 EET, Sweden on the Vinnova website, Taiwan to DoIT by 17:00 CST on the deadline specified in the 2026 call, and the Netherlands to RVO with a detailed project plan and budget.
  • Complete and sign a consortium agreement.

Processing and Agreement

  • Applications are checked for completeness and eligibility before review under a standard evaluation procedure.
  • If successful, the project receives a Eureka label.
  • The country or region’s ministry or funding agency may conduct another evaluation based on national regulations.
  • The final step is to complete and sign a consortium agreement.
  • Taiwan conducts a formal eligibility check, then a technical and financial review by external experts; applicants may be asked to attend review meetings or provide supplementary information, and the final funding decision is based on evaluation results and budget availability.
