- Organizations without a legal existence of at least two years
- Organizations whose main mission is not aligned with international solidarity and cooperation
Eligible expenses
- Project delivery, operation, and follow-up costs
- Labor and travel costs related to the project
- Rental or service costs needed for the project
- Communication and information dissemination costs directly tied to the project
- Administration costs up to 15%

- Costs incurred before funding is confirmed
- Regular operating costs or recurring activities
- Capital assets, land, buildings, and vehicles
- Expenses incurred outside Quebec
- Activities focused mainly on fundraising, sponsorships, or creating a foundation

Processing and Agreement
- Applications are reviewed by a selection committee made up of MRIF, AQOCI, and external representatives.
- The committee ranks applications and recommends the funding amount based on program fit.
- Best-ranked applications are approved until the available budget is exhausted.
- Applicants receive a response letter after the approval process.
- Successful applicants sign a subsidy agreement setting out payment terms and reporting obligations.
Additional information
- Applications that do not meet the program standards are returned without being reviewed by the selection committee.
- For the project stream, a follow-up and evaluation questionnaire must be completed at mid-term and at the end of the project.
- For the global mission stream, annual reporting is required as part of funding accountability.
