Who is eligible?
- At least one Israeli and one German commercial company.
- All German companies with up to 1.000 employees, or consortia of such enterprises, which perform R&D to develop an innovative product, process or technological service.
- An Israeli R&D performing company which initiates a single or multi-year program that will provide know-how, processes or methods for the manufacture of a new product, application, technology-based service or process.
- Research institutes/universities may participate as additional participants or subcontractors according to each country’s funding regulations.
- Companies and/or academia from other countries may also participate.

Selection criteria
- Impact: market size, access and risks; employment opportunities and environmental and societal benefits; competitive advantages; commercialisation plans.
- Excellence: degree of innovation, use of new knowledge, scientific and technical challenge, technical achievability and risk.
- Quality and efficiency of implementation: consortium quality, added value through international cooperation, project management and planning, cost structure.
- Overall perception: experts will list three positive and negative points and state whether they recommend the project for public funding.
How to apply
- Contact your ministry or funding agency through Eureka’s website to discuss your project idea, finances, eligibility and procedures.
- Create an account on the application portal (one per consortium) and select the funding opportunity you want to apply to.
- Use the portal to complete one application form per consortium in English and request that other partners fill out a partner form.
- Submit a GANTT chart, a signed co-signature form, and any other required attachments.
- Submit the simple online Eureka application form by 21 July 2026, 12:00 (CEST), with the forms legally signed by all participating companies and the signatures scanned and sent electronically together with the form.
- Each German project partner must submit an individual ZIM application to AiF Projekt GmbH; Israeli partners must submit their funding applications to the IIA, and a provisional consortium agreement is needed at the moment of proposal submission.
Processing and Agreement
- The Eureka project application will be screened and evaluated by the IIA in Israel and the German Eureka Office.
- Your country or region’s ministry or funding agency may conduct another evaluation performed by experts and based on national regulations.
- If successful, your project will receive a Eureka label.
- The final Eureka status is only granted if the funding of all project partners has been secured.
- The final step is to complete and sign a consortium agreement.
