Who is eligible?
- For-profit businesses.
- Social economy enterprises within the meaning of the Social Economy Act.
- Businesses whose exports to the United States are subject to a new U.S. tariff of at least 25% in force since the 4 March 2025.
Who is not eligible
- Softwood lumber-producing businesses.
Eligible expenses
- Liquidity needs arising from exports being subject to U.S. tariffs, established on a pro forma basis.
- Liquidity needs related to exports to the United States for the last completed fiscal year.

- If your business has revenue of less than 2 M$ and is affected by tariffs, contact the economic service of your MRC.
Processing and Agreement
- The processing of financial assistance applications includes eligibility, analysis, and decision-making by the Investissement Québec teams.
- The Ministry of the Economy, Innovation and Energy and Investissement Québec reserve the right to suspend the submission and analysis of applications without prior notice.
