- Annex A - annual or multi-year budget grid, as appropriate
- Copy of the organization’s legal status, CV of the project lead, latest financial statements or forecast if the organization is new, annual report, and related companies’ financial statements if applicable
- Realization plan, board member list with expertise, resolution authorizing the representative, and compensation policy or equivalent information
- Office québécois de la langue française certification or attestation, if the organization has more than 25 employees in the Registre des entreprises du Québec
- Stream 1 only: the sustainable development follow-up and accountability form; any other relevant supporting document

Who is eligible?
- Private non-profit legal entities constituted under the laws applicable in Quebec
- Applicants must have an establishment in Quebec
Eligible expenses
- Operating costs necessary for the project, including salaries and rent
- Communication and promotion costs related to the project, including web and advertising tools, public relations and press, and marketing in Quebec and outside Quebec
- Plans and studies costs related to project improvement, including a business plan, market analysis, feasibility, concept development, programming of activities, and development of instruments or indicators
- Purchase and installation of amortizable removable equipment
- Training costs, costs linked to sustainable and responsible development commitments, and admissible travel costs
Ineligible Costs and Activities
- Operating losses, capital losses, debt financing, working capital financing, and loan repayment
- For Stream 1, expenses incurred more than eight months before the application date; for Stream 2, expenses incurred before the application date
- Construction work, restoration, preservation work, and land purchase
- Expenses for a project that has already been completed
- Services performed by a company listed on the Registre des entreprises non admissibles aux contrats publics or on the Office québécois de la langue française non-compliance list

Selection criteria
- Complementarity of funding, measured by other government programs, private financing, and own-source revenues
- Relevance of the project, measured by alignment with the applicant’s mission, the program objectives, and support from sector funders and the community
- Capacity to carry out the project, measured by team experience, partnerships, past achievements, governance, and respect for previous FSM agreements
- Quality of the project and financial framework, including clarity and realism of objectives, realism of the implementation plan, diversity of funding sources, financial situation, and confirmations
- For Stream 2, selection also considers project scale, structuring character, legacy potential, innovation, notoriety potential, and contribution to the vitality of living environments

Processing and Agreement
- Applications are reviewed in batches according to available budgets and selection criteria.
- An acknowledgement of receipt is sent after the application is submitted.
- Selected projects are covered by a financial assistance agreement between the beneficiary and the minister responsible for the Metropolis and the Montréal region.
- Payment conditions are tied to key project stages and supporting documents, including annual progress follow-up, annual activity reports, progress reports during implementation, the visibility protocol, and a final report.
- The final payment is conditional on the transmission of all data needed to assess program results.
- If subcontracting is used, ministerial authorization is required and may include a call for tenders or an invitation process, as well as compliance with the Act respecting contracting by public bodies.

- The same organization may submit more than one application if the projects match the program objectives and selection criteria.
- Only duly completed applications with all required documents are accepted.
