- Organizations listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including subcontractors on that register.
- Organizations in bankruptcy.
- Non-profits created solely to serve the private interests of their members.
- Organizations owing money to the ministry without a repayment agreement or not respecting such an agreement.
