Eligibility
Who is eligible?
- Nonprofit organizations registered with the Quebec Enterprise Register, cooperatives and social utility trusts established to protect the environment
- Municipal organizations
- Early childhood centers or nonprofit daycare centers
- First Nations or Inuit bodies recognized by the Government of Quebec, with a governance structure including a band council
- Educational and higher education institutions, as well as regional offices of the Quebec Student Sport Network
Who is not eligible
- For-profit organizations
- Ministry service providers for PAFILR
- Crown corporations, ministries, and organizations of the Government of Quebec or Canada
- Organizations registered in the RENA, in bankruptcy, or that have not met their obligations to the Minister following written notice in the two years preceding the application
- Organizations that do not meet the high integrity requirements or that restrict or remove public access to an outdoor site or public recreational infrastructure

- Permanent infrastructure, incentive measures, financial compensation related to a benefit, commissions for seeking government sponsorships, activities of a religious, activist, or partisan nature, and travel expenses exceeding the rates of the Quebec civil service
- Interest on debt, loan repayments, bookkeeping, doubtful debts and amortization expenses
- Purchases of non-sporting equipment, rent for permanent premises, alcoholic beverages, liquor permits, meeting permits, athletes' and support team's living expenses, costs related to civil litigation or charges, sanctions or offenses, the QST and GST portion, other reimbursable costs, expenses deemed unreasonable, and payments for the benefit of an ineligible entity

Processing and Agreement
- The Loisir et Sport team conducts a preliminary review of the projects received during the 4 following weeks
- The projects and preliminary reviews are presented to a committee, which prioritizes them
- The committee issues recommendations for the allocation of funds, then these are sent to the Ministry of Education for approval
- After approval, an official letter indicates whether the project is accepted or rejected and specifies the amount awarded
- Accountability reporting, including the final report and supporting documents, must be submitted within the 30 days following the end of the project and no later than the 30 April 2027; the amount may be adjusted, repayment may be required, and no new project may be submitted until the previous report has been submitted and accepted

- Only one application per organization is eligible each year.
- Funding decisions are subject to ministerial validation.
- The organization may need to provide a final report and supporting documents after the event.
- The grant must be accepted with the commitment to carry out the approved project as presented.
