- Travel and accommodation costs within Quebec public service rates
- Training costs not covered by other programs
- Salaries, benefits, and contract labour for operations and activities
- Facility improvements, renovations, and required financial statements

- Personal travel or use of the organization’s vehicle
- Litigation costs, penalties, and fines
- Alcohol, tobacco, cannabis, and related permits
- Debt repayment, accumulated deficit coverage, and vehicle purchases
- Religious, political, lobbying, sponsorship, land, building, construction, and expansion costs

- Opening hours and annual attendance
- Paid staff hours and number of paid positions
- Social usefulness, community action, and sustainable development
- Quality of the action or development plan in relation to community needs
Processing and Agreement
- Applications are reviewed against eligibility and program criteria.
- The application is assessed using the published evaluation criteria.
- If approved, the minister sends an award letter confirming the maximum amount.
- A funding agreement is then signed with the beneficiary.
- Payments are released in instalments and are tied to reporting and compliance requirements.
