Who is not eligible
- Any ministry or budgetary body of the Government of Quebec listed in Schedule 1 of the Financial Administration Act
- A person designated by the National Assembly, a ministry, or a federal body
- An organization that failed to meet its obligations after prior financial assistance from the Ministry of Justice in the two years before the application
- An organization in bankruptcy or insolvency under the Bankruptcy and Insolvency Act
- An organization listed in the Register of Enterprises Ineligible for Public Contracts or that does not meet the integrity standards expected of a recipient of public funds

- Salaries and benefits
- Travel expenses within the rates in force in the Quebec public service
- Software maintenance
- Administrative costs covering premises, maintenance, communication, office supplies, computer equipment, and insurance
- Remuneration expenses for community accompaniment
Ineligible Costs and Activities
- Advertising and promotion of the organization’s activities
- Any expense not directly related to eligible activities
Selection criteria
- Applications are assessed using a weighted evaluation grid
- A passing score of 60% is required
- For the supervision and training stream, the organization must demonstrate strong knowledge of interventions with offenders and victims, restorative justice, the adult justice system, and PMRG procedures
- For the community accompaniment stream, the organization must demonstrate the same knowledge plus collaboration, communication, and the ability to work with standardized tools and comply with clinical supervision
- For the supervision and training stream, the organization must also demonstrate the ability to oversee the accompaniment stream across all judicial districts of Quebec and manage centralized data reporting
How to apply
- Contact the DSPP directly by phone or email after being invited through your regroupement or association
- If you express interest to the DSPP, an interview is scheduled with the selection committee
- Complete the application form available on the MJQ website, sign it, attach the required documents, and submit it according to the form instructions
Processing and Agreement
- An interview is scheduled between the organization and the DSPP selection committee when the organization expresses interest
- The selection committee analyzes applications using the evaluation grid within 45 days after the application deadline
- The committee's decision is final and without appeal and is communicated by email
- A financial assistance agreement is signed before payment
- The agreement lasts one year and sets out the responsibilities and tasks to be carried out
