- Activities offered for a limited duration with a known end date.
- Part-time or full-time activities that are short-term and respond to a punctual need.
- Activities offered seasonally or in blocks of hours, or available spontaneously or on call to provide emergency backup.
Documents Needed
- Application form for the program, detailing the planned childcare offer.
- Articles of incorporation and any amendments; organization presentation; last financial report adopted by the board; current-year budget forecasts.
- Board resolution naming the project lead and confirming the board will provide data for monitoring and evaluation; minutes of the last annual general meeting.
- Written communication from a representative of the educational institution confirming it is informed and indicating whether activities will be offered in the institution or nearby; any other document deemed necessary by the Ministry.

Who is eligible?
- Non-profit organizations legally constituted under the laws of Quebec.
Who is not eligible
- Organizations listed in the Registre des entreprises non admissibles aux contrats publics.
- Organizations that received Ministry assistance and failed to meet their obligations after formal notice.
- Organizations that are not non-profit legal entities constituted under Part III of the Quebec Companies Act.
- Organizations whose main status is an early childhood service provider, including kindergartens or childcare drop-in services.
Eligible expenses
- Purchase of materials and supplies, including responsible materials, supplies or services, used exclusively for the project.
- Rental of equipment or premises dedicated exclusively to the project.
- Current operating costs used exclusively for the project, such as rent, electricity and telecommunications.
- Additional non-recurrent costs for special needs, and promotional material exclusively related to the project.
- Staff salaries and related social charges, staff development costs, and the non-refundable portions of QST and GST.
Ineligible Costs and Activities
- General overhead such as office supplies, technological infrastructure and communications.
- Building rental or purchase, expansion and renovation.
- Base salaries and social benefits, training for staff not assigned to childcare, travel and representation.
- Accumulated deficit, vehicle acquisition, cash donations, civil litigation, administrative or criminal accusations or sanctions, alcohol, tobacco, cannabis, and permits.
- Loans to employees or administrators, costs not directly related to childcare activities, depreciation, and activities already subsidized under Treasury-approved budget rules.

- Educational institutions of higher education or school service centers whose courses are given in Quebec, or nearby those institutions or centers.
Selection criteria
- Project relevance and expected impacts.
- Relevance and coherence of the organization’s mission with childcare activities in educational settings.
- Project quality, including feasibility and realistic budget forecasts.
- Presence of a similar childcare offer in the same institution or nearby, and the organization’s ability to reach the target clientele.
- Partnerships with the educational institution or related early childhood education programs are a prioritization factor for new projects, and at equal quality, organizations supported under the pilot project or the current program are favored.
How to apply
- Read the program normative framework before submitting.
- Complete the application form and transmit it, with all required documents, to the email address indicated on the Ministry website within the call for projects and before the date indicated.
Processing and Agreement
- Eligible applications are reviewed by a Ministry evaluation committee.
- The committee recommends the applications to be financially supported to the Minister of Family.
- Selected organizations receive a decision letter stating the maximum assistance amount.
- Acceptance is formalized by signing a financial assistance agreement that sets the parties obligations, expected results, deadlines and reporting requirements.
- Beneficiaries must provide annual accountability reporting to the Ministry.
