Financial assistance program aimed at optimizing Quebec's network of eco-centers

• The completed financial calculator Excel file.
• A project schedule and action breakdown file.
• Environmental authorization documents under the REAFIE, as applicable, such as a copy of the ministerial authorization obtained, a copy of the MELCCFP acknowledgement of receipt for a declaration of conformity, or a copy of the MELCCFP exemption confirmation if one has been obtained.
• A letter confirming the grouping, if the project is carried out by a group of organizations.
• Any document demonstrating the interest of organizations in taking the materials, if applicable.

Who is eligible?

• Municipal organizations (municipalities, regional county municipalities (MRCs), municipal sector organizations)
• Band councils of Indigenous communities, Indigenous communities
• Corporations of Northern villages, Northern villages, and Indigenous landholding corporations

Who is not eligible

• Companies or applicants listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including their partners, subcontractors, or affiliates.
• Entities under protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
• Applicants whose prior grant agreements with RECYC-QUÉBEC were terminated due to default within the past two years (unless exception applies as outlined by the program).
• Organizations with unethical conduct that could negatively affect the government's integrity or reputation.
• Applicants not in compliance with environmental regulations or any entity that has not met its obligations to public ministries or agencies, including those with unsatisfactory contractor performance records.

Eligible expenses

• Salaries of employees.
• Professional fees for specialized subcontractors directly involved in the project, such as studies and plans, equipment installation, or work supervision.
• Purchase or rental of equipment, materials, supplies, and software necessary for the project, including equipment delivery costs.
• Purchase or rental of rolling stock necessary for the project and for the exclusive use of the ecocentre or ecocentres targeted by the project, excluding residual materials collection trucks and roll-off container collection trucks; only 25% of purchase or rental costs are eligible, for the project duration if rented.
• Costs related to the construction, purchase, modification, or rental of a building or infrastructure directly linked to the project, as well as communication measures necessary for the project.

Ineligible Costs and Activities

• Measures aimed at sending materials to disposal, or to use as cover material or for other uses at landfill sites.
• Expenses related to any application for certification, environmental authorization, or attestation, including the ICI ON RECYCLE + attestation required to obtain the final payment.
• Purchase or rental of residual materials collection trucks and roll-off container collection trucks.
• Projects consisting only of communication measures.
• Projects whose actions and expenses concern only knowledge acquisition, such as studies, plans and specifications, or research.

• Maturity and quality of the project, including the precision and realism of the schedule.
• Relevance of the project to the program's objectives and alignment between the issues observed, the solutions proposed, the objectives pursued, and the likelihood of achieving them.
• Demonstration of outlet viability, the sustainability of funded measures, and the financial viability of the project.
• Quality of the measure or measures to promote reuse, quality of planned communication activities, and respect for the 3RV hierarchy.
• When relevant, the presence and quality of partnerships, agreements, or support for the project, as well as previous financial assistance received and compliance with obligations under prior RECYC-QUÉBEC agreements.

• After a request is submitted, the Moebius portal can be used to exchange with the analyst responsible for the file at RECYC-QUÉBEC.
• All written communications concerning a submitted application and all document submissions must be made through the Moebius portal.
• If proof of other funding sources is not provided at the time of application, it must be provided no later than before the first payment of financial assistance if RECYC-QUÉBEC confirms its intention to award funding.
• If relevant quotes were not provided during the analysis and the application is accepted, those quotes will be required before any payment of financial assistance.
• If a declaration of conformity applies to the project, the MELCCFP acknowledgement of receipt must be submitted before the financial assistance agreement is signed if the project is selected.

• A performance measurement process must be implemented to track project outcomes.
• All documents submitted must be in French, unless an exception applies under the Charter of the French Language.
• The grant recipient must obtain the "Mise en œuvre" or higher recognition level of the ICI ON RECYCLE + program to receive the final payment.
• Non-public organizations may be required to provide additional documents such as financial statements and a declaration regarding lobbying activities.
