- Applicants with unresolved compliance issues on a previous financial assistance file
- Projects already funded by another Ministry or government aid program
Eligible expenses
- Direct project coordination costs, including salaries and required contracts
- Administration costs up to 15% of the financial assistance
- Promotion and outreach costs, including room rental, travel, and meal expenses for escorts
- Software or platform adaptation, website or mobile app development, and reservation phone lines for seniors
- Stop and user-information signage

- Debt financing and loan repayment
- Infrastructure and capital costs, except authorized signage
- Costs already covered by another government program
- Costs for contracted transport services not organized under the applicable law
- Expenses made before April 1, 2025, more than 12 months after approval, or after March 31, 2029

Processing and Agreement
- Applications are reviewed by a selection committee after the call for projects closes
- The review process takes about five to eight weeks
- Selected applicants are notified by letter from the Minister or an authorized official
- Approved applicants must sign an agreement before funding is paid
- A final project report is reviewed before the last payment is released
