Eligibility

Who is eligible?

  • Municipal bodies authorized to organize rural public transit
  • Municipal and intermunicipal transit organizations for Volets 1 and 3
  • Regional elected-official organizations
  • Eligible organizations applying jointly for their territory

Who is not eligible

  • Organizations listed in the Register of Enterprises Ineligible for Public Contracts
  • Applicants that failed to meet obligations under a previous financial assistance award in the past two years
  • Projects already funded by PADTC or the MADA support program

Eligible expenses

  • Direct project coordination costs, including salaries and necessary contracts
  • Administrative costs up to 15% of the grant amount
  • Promotion costs and room rental, including accompanist travel and meals
  • Software or platform adaptations for demand-response, dispatch or carpooling systems
  • Web pages, reservation phone lines, mobile apps, and stop or user information signs

Ineligible Costs and Activities

  • Debt financing and loan repayments
  • Infrastructure and capital costs other than authorized stop and information signs
  • Costs already covered by another ministry or government assistance program
  • Costs for contracted transport services not organized under the Transport Act
  • Expenses made before April 1, 2025 or outside the allowed project period

Processing and Agreement

  • Applications are reviewed after the call for projects deadline
  • Incomplete or unclear files must be corrected within the time allowed by the minister
  • Eligible files are analyzed by a selection committee
  • Applicants are informed by a letter if the project is selected
  • Approved applicants must sign an agreement before funding is paid

Additional information

  • The beneficiary must promote the Government of Quebec’s financial support in public communications.
  • Projects must be completed within 12 months of the award letter.
  • Selected projects require a formal agreement with the minister before funding is paid.
  • Beneficiaries must keep project records for five years after final settlement.
