THARRP application procedures now published
The newly available Application to Participate in the Technical High Angle Rope Rescue Program sets out eligibility for provincially recognized fire departments and adds detailed service, staffing, and community-need criteria for acceptance. It also requires a Fire Chief or City Manager letter, submission to tharrp@bccsa.ca, and an online account signup before the application can be processed. The document now also specifies that receipt confirmation is sent within seven working days, that appeals are decided within 30 days, and that reimbursement requests must be submitted within 60 days of each course completion and in the same year the training is undertaken. It further confirms ongoing service expectations, including that rope rescue services should be available within one year of the first instructor completing training, and links reimbursement for approved equipment to successful completion of required training and prior approval of the equipment package request.

Who is eligible?
- Participating fire departments.
Who is not eligible
- Other parties may take the training, however, funding will not be considered.
- A fire department that discontinues the provision of rope rescue services or the continued training that supports the competencies of its rope rescue team may not be eligible for future program funding.

How to apply
- Submit a special request through the THARRP portal for substitute equipment reimbursement.
- Include the reasons for the substitution in the request to the Steering Committee.
- Wait for approval from the Steering Committee before purchasing non-approved equipment.
Processing and Agreement
- Upon receipt of the letter of application, the THARRP Representative will send a confirmation letter within seven (7) working days.
- The application will be considered at the next regularly scheduled meeting of the THARRP Steering Committee, or by electronic ballot if no meeting is scheduled within two months.
- A letter of acceptance or denial will be sent out to the applicant directly thereafter, and written reasons will be provided if the application is rejected.
- The applicant may appeal by submitting a written letter of appeal, and the Chair of the THARRP Steering Committee will decide the appeal within thirty (30) days in writing.
- Requests for reimbursement for department candidate’s expenses must be forwarded within 60 days of successful completion of each course and in the year the training is undertaken, and approved rope rescue equipment reimbursements are forwarded only after required training is completed by at least one candidate and the equipment application has been submitted and approved.
