- Projects already funded by SK Arts or SaskCulture

- Producer fees and project-specific labour
- Contracted services directly attributable to the project
- Administration costs within the program cap
- Travel, per diem, and accommodation costs for Saskatchewan residents, where applicable

- Deferrals and in-kind contributions
- Travel expenses for non-Saskatchewan residents
- Advertising contracted by Saskatchewan Government Entities or projects distributed only within Saskatchewan
- Advertising projects with budgets under $100,000
- News, talk shows, pornography, and other listed non-eligible production genres
