- Organizations outside Canada
- Organizations focused only on direct service delivery
- Organizations seeking funding only for capacity-building activities
- Organizations without legal incorporation or registration
Eligible expenses
- Travel within Canada, including mileage and meal rates within government limits
- Salaries and benefits for staff directly working on the project
- Fees and honoraria
- Materials, supplies, translation, training, and project-specific facilities
- Project administration costs, up to 20% of requested funding

- Activities focused on issues outside Canada
- Activities only meant to build organizational capacity
- Direct service delivery programs and ongoing services
- General operating costs not tied to the project
- Capital expenses such as land, buildings, and vehicles
- Costs incurred before funding approval
