Eligibility

Who is eligible?

  • Lenders approved in writing by the Minister
  • Co-operatives incorporated pursuant to the Co-operative Corporations Act for the sole purpose of financing the production of Cattle
  • Individuals who are Members of a Co-operative and are in the business of Producing Cattle
  • Corporations may participate as Members at the Co-operative's sole and absolute discretion
  • Persons eligible to be Custom Feeders

Who is not eligible

  • Any Co-operative or Member that willfully provides or has provided false or misleading information under the Program is prohibited from participating in the Program for a minimum of five (5) years.

Eligible expenses

  • Purchase of feeder cattle
  • Related ancillary costs or expenses incurred at the time the cattle are purchased, including trucking, commission, processing, related product costs, and any interest charged applied by the agent

Ineligible Costs and Activities

  • Loan funds may not be used for any purpose other than establishing purchase orders.
  • Funds from a purchase order may not be used for any purpose other than buying cattle for the cooperative.
  • The cooperative’s insurance account funds may not be used to finance general operations.

Selection criteria

  • Members requesting a Purchase Order or combination of Purchase Orders with a total value of $500,000 or less are given priority over Members requesting more than $500,000.

How to apply

  • To inquire about specific details or make an application for membership, contact the Administrator of your local Co-operative.

Processing and Agreement

  • The Minister must approve in writing an entity before any Loans that entity issues will be eligible to be covered by the Guarantee.
  • Each Co-operative participating in the Program shall provide the Minister with an annual report by February 15th and any other reports the Minister may request.
  • Program related records and agreements are to be retained by their respective party for a period of at least seven (7) years from the date in which the Loan was issued.
  • If the Minister receives a claim request for a Guarantee, the Minister will send notice within sixty (60) days stating payment or the reasons for denying the claim.
  • Where a Co-operative defaults, the Co-operative will be immediately ineligible to participate in the Program and the Lender will stop providing any further funds to the Co-operative.

Additional information

  • The Minister is responsible for all aspects of the administration and delivery of the Program and is authorized on behalf of the Crown to enter a Guarantee Agreement if the Minister deems it appropriate to do so.
  • Any Program Guidelines for the Program will be posted on the Ministry's website.
  • When Program Guidelines are amended, the amendments will not have any retroactive effect.

Producer members must be Members of one Co-operative at a time and own or rent farmland in Ontario or have a Custom Feeding Agreement whereby the person producing Cattle owns or rents farmland in Ontario.
