Eligibility

Who is eligible?

  • Municipalities with populations under 100,000
  • Improvement districts
  • Metis Settlements
  • Special Areas Board
  • Townsite of Redwood Meadows

Eligible expenses

  • Capital expenditures for acquiring, constructing, renewing, rehabilitating, materially enhancing or renovating an Asset
  • Planning, assessment, environmental planning, surveying, engineering, architectural supervision, testing and management consulting services
  • Engineering and environmental reviews, including environmental assessments and follow-up programs
  • Project-related signage, lighting, project markings and utility adjustments
  • Aboriginal consultation

Ineligible Costs and Activities

  • maintenance costs

  • debt reduction
  • replacement of existing municipal infrastructure expenditures
  • expenditures incurred before the approval of the project by Canada

Selection criteria

  • Projects were selected based on a competitive process.
  • Submitted applications were evaluated against established criteria.
  • Projects with the highest ranked scores were recommended for funding approval.

How to apply

  • Use the fillable PDF Application to submit your project application by April 2, 2015.
  • Submit the project application to Municipal Affairs.
  • For joint projects, the managing partner must apply for project acceptance of the total project and indicate the other participating municipalities’ financial contribution to the project, along with their Council Resolutions.
  • Submit the signature page attached to the PDF application form separately, by fax or by mail.

Processing and Agreement

  • Submitted Claims are subject to desk audit prior to approval for payment.
  • The claim may be subject to a review by the Provincial Auditor General.
  • On a periodic basis a sample of projects will be audited.
  • The auditor will arrange a site visit and conduct an audit of the project file.
  • On an annual basis, Alberta Municipal Affairs program representatives may select and visit a number of municipalities to discuss the SCF program specific to an approved project(s).

  • The program is now closed to new applications.
  • All funding is fully committed to eligible projects submitted and approved within the initial application intake.
  • Projects were selected through a competitive process and ranked against established criteria.
  • The project will be rated solely on the information contained in the application and no additional paperwork is required.

To be eligible for the Federal Small Communities Fund program, you must: Only Local Governments with a population under 100,000, as determined by Statistics Canada Final 2011 Census, may submit projects for SCF funding. The application must show that a council resolution was passed to support the application.
