Overview of the FAQDD — Reducing air and noise pollution – Component 2 program

The FAQDD — Reducing air and noise pollution – Component 2 grant provides up to $500,000 in financial assistance for projects that directly or indirectly improve air quality or sound environments in Quebec. Eligible activities include initiatives to reduce air or noise pollution, mitigate health impacts, foster citizen collaboration, and encourage positive environmental behaviors on defined territories.

Financing terms and conditions

  • Maximum financial assistance of $500,000 per project.
  • Funding covers up to 50% of eligible expenses for companies and municipalities, and up to 80% for Indigenous communities.
  • First payment of 25% of the grant amount upon signature of the funding agreement; second payment of 50% after acceptance of the interim report; final 25% after acceptance of the final report.
  • Administrative costs and travel expenses are eligible, each up to a maximum of 10% of total eligible project costs.
  • If the total of all government funding (federal, provincial, municipal) exceeds the authorized proportion, the grant amount will be reduced accordingly.

Eligible projects & activities

  • Projects aimed at reducing air and/or noise pollution within a defined community or territory.
  • Initiatives to mitigate the negative health effects of air and noise pollution, such as planting vegetation, improving soundproofing, or constructing noise barriers.
  • Collaboration and citizen engagement projects to identify and implement solutions for improved air quality or noise environment, including public awareness campaigns.
  • Programs promoting behaviors that have a positive impact on air quality or noise levels, such as education campaigns for eco-responsible transportation and sustainable urban practices.

Eligibility criteria of the FAQDD — Reducing air and noise pollution – Component 2 program

  • The applicant must be a legally incorporated and active organization for at least one year, with a head office or an autonomous office located in Quebec.
  • Eligible organizations include for-profit companies, business associations or groupings, cooperatives, non-profits (OBNL), charities, municipal organizations, and Indigenous communities.
  • The project must aim to improve air quality and/or the sound environment for a defined recipient area, with positive effects that are significant and lasting, to be fully carried out in Quebec.
  • The applicant must provide all required documentation as specified for submission, including organizational proofs and supporting materials relevant to the project.
  • The applicant must agree to possible public communication initiatives associated with the funded project and its results.

Who is not eligible

  • State-owned companies, ministries, and public institutions.
  • Individual businesses, self-employed workers, and private individuals.
  • Financial service companies and firms under the supervision of the Autorité des marchés financiers (e.g., insurance brokers).
  • Companies engaged in the production or distribution of weapons, exploration or production of fossil fuels (except low-carbon transition), gambling, sexual exploitation, or the tobacco and drug sectors.
  • Companies in a state of insolvency, under legal protection, or registered in the Register of non-eligible businesses for public contracts (RENA).

Eligible expenses

  • Salaries and benefits for human resources assigned specifically to the project.
  • Professional fees for external services and specific tasks, including accounting verifications required by FAQDD (up to $200/hour).
  • Travel and accommodation expenses within Quebec related to the project (up to 10% of eligible expenses, must be justified).
  • Communication and promotional expenses, including costs related to the publication and printing of advertising material for the project.
  • Rental or purchase of equipment, parts, and materials (new or used) necessary for the completion of the project.
  • Administrative expenses directly related to the project (up to 10% of eligible expenses).
  • Taxes directly applicable to eligible project expenses, excluding any recoverable or exempted portion (e.g., GST/QST credits or refunds).

Eligibility criteria of the FAQDD — Reducing air and noise pollution – Component 2 program

  • The project addresses a significant issue related to air quality and/or noise pollution from fixed sources, with clear impact on the health and quality of life of a targeted population, project sustainability, and acceptance within the community (15 points).
  • The project includes SMART objectives (Specific, Measurable, Achievable, Relevant, Time-bound) supported by clear and precise implementation means (10 points).
  • The project is located near a sensitive receptor area such as a public facility or residence exposed to atmospheric and/or noise emissions (10 points).
  • The quality and planning of the application are appropriate, with a comprehensive project description, precise objectives, coherent activities, and evidence of the applicant’s expertise and capacity to deliver the project (10 points).
  • The project budget is clear, realistic, and consistent with the planned activities (5 points).

  • Complete the online financial assistance application form and have it signed by the authorized signatory
  • Attach authorization proof (e.g., board resolution, signed letter, or verify the signatory's executive role)
  • Ensure all fields are accurately filled and documents are properly uploaded

  • Submit the completed online application before the deadline
  • In case of incomplete submission, ensure all corrections are made and resend within the period
  • Retain confirmation of submission received from the administrative body

Additional information

  • All applications must be submitted online using the tools and templates provided by FAQDD.
  • Applicants are responsible for ensuring their own financial capacity to cover the entire project cost pending final payments.
  • Financial support may be combined with other public or private programs, but a minimum private contribution is mandatory for each project.
  • A professional impact assessment is mandatory for projects involving equipment additions.
