- Non-Indigenous organizations without meaningful Indigenous support
- Applicants that cannot legally sign a funding agreement
- Organizations with unresolved funding reports

- Salaries and employee benefits
- Professional fees, contracts, honoraria for Elders, travel, meetings, hospitality, training, equipment, rent, translation, materials, volunteer expenses, audits, legal and banking fees, insurance, and administration
- Costs directly tied to project delivery and approved activities
Ineligible Costs and Activities
- Major construction, renovation, or major repairs
- Capital assets over $5,000 without prior written authorization, except vehicles
- International travel without prior written authorization
- Deficit recovery
- For-profit initiatives and investments
