Who is eligible?
- Project consortia led by an innovative SME from a Eurostars country.
- Consortia may also include large companies, universities, research organisations, and other types of organisations.
Selection criteria
- Quality and efficiency of the implementation, including the quality of the consortium, added value through cooperation, realistic and clearly defined project management and planning, and reasonable cost structure.
- Impact, including market size, market access and risk, competitive advantage, clear and realistic commercialisation plans, and economic, environmental and societal impact.
- Excellence, including the degree of innovation, new applied knowledge, level of technical challenge, and technical achievability and risk.
- Independent evaluators score each application against these criteria and sub-criteria.
How to apply
- Contact your national or regional funding body to discuss your project idea, funding in your country, legal and financial viability, and eligibility.
- Create an account on the project platform, and the innovative SME leading the consortium must open the application and invite the other partners.
- Complete the application form in English on the platform and submit it electronically.
- Upload the required annexes, including the signed commitment and signature form and, if applicable, the SME declaration, a financial annex, a self-funding declaration, a technical annex, or a Gantt chart.
- Submit the completed application form before the deadline.
Processing and Agreement
- Applications are checked for eligibility within one week of 04 September 2025.
- Applications then go through a legal and financial viability check and an expert evaluation by three independent experts per project.
- An Independent Evaluation Panel ranks the project applications and an ethics review is completed.
- Applications are considered for funding if they are among the best 200 projects evaluated by the remote experts, all project partners receive a positive Legal and Financial Viability outcome, and the panel considers them excellent or good quality.
- If an application is rejected due to a procedural mistake during eligibility, viability, or evaluation, the consortium leader can submit a redress request based only on procedural grounds with clear evidence.
