Overview
The Eurogia Cluster's 29th Call for proposals supports Canadian SMEs in collaborative international R&D projects in clean technologies, including hydrogen, renewable energy, smart cities, and energy optimization solutions. Eligible activities include developing innovative products, processes, or services, with funding provided through NRC IRAP for qualified Canadian applicants; the maximum funding amount is determined by the national funding body's regulations.
Activities funded
- Collaborative research and development of hydrogen and renewable energy technologies for energy generation and storage.
- Development of digital solutions such as ICT, Artificial Intelligence, and Big Data technologies aimed at optimizing energy use, monitoring CO2 emissions, and advancing smart energy management.
- Creation of energy-efficient housing and smart city solutions, including initiatives using Internet of Things (IoT) and digital twins.
- Joint projects that result in innovative products, industrial processes, or services with clear technological advancement and commercial potential in clean technologies.
Eligibility
- The applicant must be an incorporated, profit-oriented small or medium-sized enterprise (SME) in Canada with 500 or fewer full-time equivalent employees.
- The company must have been in operation for at least 12 months prior to the project proposal deadline.
- The applicant must have a minimum of 5 full-time equivalent employees located in Canada (excluding contract employees), on payroll and issued a T4.
- The company must be pursuing growth and profit through the development and commercialization of innovative, technology-driven new or improved products, services, or processes in Canada.
- The applicant must have the financial and operational capacity to participate in an international multi-year R&D collaboration and to commercialize project results.

- Small and medium-sized enterprises (SMEs) in clean technology sectors
- Canadian incorporated, profit-oriented SMEs
- Companies involved in hydrogen and renewable energy technology
- Firms engaged in ICT for energy tracking, management, and storage
- Businesses focusing on energy-efficient housing, smart cities, IoT, AI, and big data for energy optimization
Who is not eligible
- Canadian organizations that are not small or medium-sized enterprises (SMEs), such as large corporations, non-profits, universities, or research centres, are not eligible for NRC IRAP funding and must secure alternative funding or self-fund their participation.
- Canadian companies that have fewer than 5 full-time equivalent employees located in Canada (excluding contract employees) are not eligible for funding.
- Canadian companies that have been in operation for less than 12 months prior to the project proposal deadline are not eligible for funding.
- Companies that are not incorporated, profit-oriented, and based in Canada are not eligible for NRC IRAP funding through this call.
Eligible geographic areas
- Canada (for Canadian SME applicants that are incorporated and profit-oriented)
- Eureka participating countries (for consortium eligibility)
Selection criteria
- Presence of at least two companies from different Eureka participating countries in the consortium, with balanced partner contributions (no partner or country holding more than approximately 70% of the project).
- Innovative character and technological risk of the project, resulting in new or improved products, processes, or services.
- Clear cooperative advantage and added value achieved through international technological collaboration (such as new technologies, standardization, prototyping, or field trials).
- Demonstrated economic and societal benefits of the proposed project.
- Existence of a signed project consortium or cooperation agreement between project partners shortly after project start.
How to apply

Verify eligibility requirements
- Review eligibility criteria for both the Eurogia cluster and your national funding agency
- Ensure your project aligns with clean technology sectors supported

Consult your funding agency
- Contact your national funding agency early to discuss project ideas
- Consult with NRC IRAP (for Canadian SMEs) to confirm eligibility and funding options

Build international consortium
- Form an international project consortium with at least 2 organizations from different Eureka countries
- Define the project scope, innovation objectives, and expected benefits
- Prepare the Project Consortium Agreement (PCA) template if required

Prepare project proposal documents
- Create a Project Outline or Full Project Proposal as required
- Use the Eurogia brokerage tool to facilitate connections and develop your submission

Submit application documents
- Submit your Project Outline or Full Project Proposal via the Eurogia submission portal before the deadline (October 30, 2025, 5:00 pm CET)
- Inform your NRC IRAP Industrial Technology Advisor of your intent to submit in Canada

Await evaluation and feedback
- Await review and results from Eurogia and your national funding agency
- Respond to any requests for additional information as needed
Additional information
- Eurogia offers a brokerage tool to help with project idea sharing and consortium building.
- A Project Consortium Agreement (PCA) must be signed between project partners as soon as possible after the start of the project.
- Canadian SME applicants may apply to more than one NRC IRAP-funded call for proposals at the same time, but are subject to limits on the number of funded projects per applicant.
- PCA templates are available for use by the project consortium if required.
