Overview

The Environmental Damages Fund provides financial support from court-awarded fines and voluntary payments to eligible organizations for projects that restore the environment, improve environmental quality, advance research and development, or promote education and awareness in Canada. While there is no stated maximum funding amount, over $240 million has been distributed since 1995 to support initiatives benefiting ecosystems and communities nationwide.

Financing terms and conditions

  • Eligible overhead and administrative costs covered up to 20% of total project expenses, provided they are directly attributed to project delivery.

  • The project must take place within Canada and address one or more of the following areas: restoration, environmental quality improvement, research and development, or education and awareness related to the natural environment.
  • The proposal must demonstrate scientific soundness, technical feasibility, cost-effectiveness, and measurable positive outcomes for the environment.
  • The applicant must possess or have access to the necessary experience, knowledge, and skills to successfully carry out the project.

  • Provincial, territorial, and municipal governments

Who is not eligible

  • Private businesses or for-profit companies.
  • Individuals (i.e., not organizations).
  • Other federal departments or agencies.
  • Organizations that have been offenders fined or paid monetary penalties directed to the EDF (in relation to those payments).

Eligible expenses

  • Human resource costs, including salaries and benefits for project activities.
  • Travel expenses up to National Joint Council rates.
  • Costs for materials and supplies required for the project.
  • Printing and production costs directly related to the project.
  • Communications and distribution costs necessary for project delivery.
  • Equipment rental or purchase essential for the project.
  • Vehicle rentals and operational costs linked to project implementation.
  • Translation expenses tied to the project.
  • Project-specific liability insurance costs.
  • Direct project overhead and administrative costs, including rent (up to 20% of total expenses).
  • Non-reimbursable GST/HST and PST directly associated with eligible project expenses.

  • Projects must be undertaken within Canadian provinces and territories.

  • Scientific soundness and technical feasibility of the project.
  • Cost-effectiveness in achieving the objectives and measurable results.
  • Demonstrated measurable environmental benefits resulting from the project.
  • Evidence of necessary experience, knowledge, skills, and partnerships to execute the project successfully.
  • Involvement of individuals and communities with local experience and knowledge.

How to apply

  • Log into the Grants and Contributions Enterprise Management System (GCEMS)
  • Review available funds and funding opportunities for your province or territory
  • Verify project eligibility with priority areas and Fund Use Requirements
  • Contact your regional ECCC office if you have questions

Prepare funding application in GCEMS

  • Prepare your funding application using the GCEMS online portal
  • Refer to technical assistance documents and tutorials as needed
  • Gather all required details including project objectives, outcomes, and performance indicators
  • Ensure the application meets all EDF criteria and proposal requirements

Submit your application through GCEMS

  • Submit your completed application through the GCEMS portal
  • Ensure you receive an automatic acknowledgment of receipt from GCEMS
  • If no acknowledgment is received, email sgesc-gcems@ec.gc.ca to confirm application receipt
  • Keep your application ID number for all future correspondence

Await results of your application

  • Wait for the project review process to be completed
  • A decision will be communicated to you by email
  • Keep your contact information up to date for correspondence

Additional information

  • There is typically one to two calls for proposals annually.
  • While matching funds are not required, contributions from sources other than the federal government can strengthen your application.
  • Performance indicators and clear target values must be included in the application.
  • Project duration is flexible, but most projects do not exceed five years.
