- Ongoing operating costs and regular planning activities
- Refundable taxes, including HST
- Contingency costs and bank fees
- Land purchases, vehicles, and vehicle modifications
- New building construction and private residential upgrades
- Marketing, lobbying, fundraising, legal, audit, and interest fees
- Costs already funded or reimbursed by another party

Processing and Agreement
- Applications are reviewed after the closing date.
- Incomplete or ineligible applications are not assessed.
