Eligibility
Who is eligible?
- Residential electricity customers
- Income-qualified households
- Homeowners and renters in eligible homes
Who is not eligible
- Customers with Pacific Northern Gas (PNG) service
Eligible expenses
- LED light bulbs, carbon monoxide detectors, connected thermostats, draftproofing and insulation
- Water efficient showerheads and faucet aerators
- Ventilation or bathroom fans
- Electric air source heat pumps, ductless heat pumps, central heat pumps and dual fuel systems
- Portable air conditioning units for clients of the regional health programs with a medical referral letter, if they do not receive a heating/cooling system from the ECAP

- Apartment units
- Homes with other heating fuel types
- Electrical heat pump upgrades outside the stated home types

Selection criteria
- FortisBC may evaluate the applicant's annual electricity usage and, if applicable, natural gas usage
- FortisBC has the right to prioritize applications for program support within available funding based on any criteria deemed appropriate
How to apply
- Step 1: Complete the application
- Fill out and sign the program application form.
- Include the landlord consent form if you rent.
- Attach proof of income for household members 18 and older.
- Step 2: Send the application
- Email or mail the completed form to the correct program office for your electricity provider.
- Step 3: Wait for review
- The program will contact you if you qualify.
- A time will be arranged to review your home’s energy use.
Processing and Agreement
- After we receive your application, we’ll contact you within six weeks
- If you qualify, FortisBC will work with you to schedule a time to review your home’s energy use
- If eligible for Energy-Efficient Products, contractors may return after improvements have been made to review the installation for quality assurance and/or auditing purposes
