Overview

The Energy Affordability Program provides up to 100% funded (no-cost) home energy upgrades to income-eligible Ontario households to help reduce electricity bills and improve home comfort. Eligible activities include a free in-home energy assessment and installation of measures such as LED bulbs, efficient appliances, insulation and draft-proofing, smart thermostats, and—where eligible—a cold-climate air source heat pump or a mailed energy-saving kit with DIY efficiency products.

Activities funded

  • Complete a free in-home energy needs assessment and implement recommended energy-saving home upgrades through the program’s comprehensive support.
  • Replace or upgrade eligible household equipment and appliances to improve energy efficiency and reduce electricity costs.
  • Install a high-efficiency cold climate air source heat pump system (for eligible homes heated by electricity or oil, including eligible oil-to-heat-pump retrofits).
  • Improve a home’s building envelope to reduce heat loss (e.g., insulation and draft-proofing upgrades) where eligible.
  • Receive and self-install an energy-saving kit to reduce drafts, lower lighting use, and reduce household water use.

Eligibility

  • The applicant must be an Ontario resident who owns, rents, or leases a home and is listed as the primary or secondary utility account holder (or be a resident of an eligible Social Housing property for Comprehensive Support).
  • The household must meet the program’s income eligibility thresholds (based on household size and before-tax household income from the previous year), depending on the support stream.
  • Alternatively (for Comprehensive Support), the household qualifies if it received eligible social assistance/benefit program support within the past 12 months.
  • The project must be energy-saving home upgrades provided through the Energy Affordability Program (either Comprehensive Support upgrades or an Energy Saving Kit).
  • For the cold climate heat pump upgrade, the home must be heated by electricity or oil (and oil-fueled heating systems may qualify for a heat pump at no cost).

Who is not eligible

  • Businesses/companies (the program is intended for income-eligible residential electricity consumers and households in Ontario).

Eligible expenses

  • Energy-efficiency expert home visit and energy needs assessment.
  • LED light bulbs.
  • Energy-efficient appliances (refrigerators, freezers, dehumidifiers, window air conditioner).
  • Smart power strip; programmable or smart thermostat(s).
  • High-efficiency showerheads and faucet aerators.
  • Additional attic or basement insulation and draft proofing.
  • Cold climate air source heat pump system.
  • Energy saving kit items (weather-stripping, retractable clothesline, LED night light, block heater timer).

Await service provider contact

  • Wait to be contacted by a program service provider (within three business days if you used the form)

Complete the home assessment

  • If approved for Comprehensive Support, schedule a free home visit and energy needs assessment with an energy-efficiency expert

Receive free upgrades

  • Receive the free upgrades and/or replacement of eligible appliances based on your eligibility and existing equipment

Receive and install the kit

  • If approved for an Energy Saving Kit, receive the kit by mail within three to six weeks
  • Install the easy-to-install products yourself (no fees or shipping costs)

Additional information

  • All expert advice and energy-saving home upgrades provided through the program are free of charge.
  • Eligibility for cold climate air source heat pumps has been expanded due to funding support from Natural Resources Canada (NRCan) through the Oil to Heat Pump Affordability (OHPA) program.
  • Energy Saving Kits are mailed within three to six weeks after applying, with no fees or shipping costs.
  • The program is delivered by authorized Save on Energy delivery agents; Save on Energy does not endorse door-to-door sales and authorized agents will not show up unannounced.
