Overview
Énergir’s Energy Efficiency Program – Implementation of Efficiency Measures offers up to $1,000,000 per account for projects that reduce natural gas consumption in commercial, institutional, and industrial buildings. The program funds the implementation of energy efficiency measures identified in feasibility studies, supporting actions that lead to cost savings and reduced greenhouse gas emissions.
Financing terms and conditions
- Financial assistance for feasibility studies: Covers up to 50% of the study cost before taxes, capped at $50,000 per account number and financial year.
- Financial assistance for implementation of efficiency measures: $1 per m³ of natural gas saved in the first year, with a maximum grant of $1,000,000 per account number and financial year or 50% of eligible project costs before taxes, whichever is lower.
- Additional grant of up to $15,000 for energy tracking, limited to 80% of related professional and equipment expenses.
- The client's minimum contribution for feasibility studies or implementation must be no less than 25% of the eligible costs if other financial aid is also received.
- Requests for grants under $1,000 are not eligible.

Eligibility
- The applicant must be a current or future Énergir customer.
- Eligible sectors include commercial, institutional, and industrial organizations.
- The project must focus on the efficient use of natural gas or renewable natural gas distributed by Énergir.
- All measures or studies must be conducted or verified by an engineer who is a member of the Ordre des ingénieurs du Québec or by a registered consulting engineering firm.
- The project must comply with applicable Quebec laws and regulations, particularly those related to air quality, environmental protection, and codes applicable to natural gas and propane usage.

Who is not eligible
- Companies whose projects focus on substituting natural gas with another form of energy for economic or contextual reasons.
- Companies applying for feasibility studies already funded by the EcoPerformance program.
- Projects where similar studies have been conducted in the past five years, unless there have been significant changes to the installations or study scope.
- Projects where the primary measured activities are behavioral measures requiring no equipment expense, or essential maintenance and repairs due to equipment breakdowns.
Eligible expenses
- Incremental costs for acquiring materials specific to the energy efficiency measures (over and above the reference scenario).
- Costs for installation of equipment involved in energy efficiency improvements.
- Engineering fees, including both external consulting firms and internal engineering personnel (salaries or recognized industry rates).
- Measurement and verification equipment necessary for tracking energy savings (if implementing follow-up).
- Professional fees related to monitoring and evaluating the results of implemented measures.

Selection criteria
- Detailed analysis of potential natural gas savings, including an estimation justified and validated by an engineer who is a member of the Ordre des ingénieurs du Québec.
- Payback period (PP) between 1 and 20 years for the submitted measures.
- Submission of a preliminary and final version of the study or monitoring plan, with compliance to the specifications defined by Énergir.
- Compliance with applicable laws and regulations in Quebec, notably regarding air quality and the environment.
- Detailed justification of the savings achieved based on recognized engineering methods and supported by a report signed by an engineer.
How to apply

Prepare project and service offer
- Identify energy efficiency opportunities in your facilities
- Prepare a service offer outlining measures to be analyzed
- Determine baseline energy consumption for the project

Submit grant application to Énergir
- Submit the financial assistance application to Énergir using the appropriate form
- Include the complete service offer from the registered firm or internal engineer
- Attach internal resource cost details if relevant

Wait for Énergir review and approval
- Énergir reviews the application according to eligibility criteria
- Possible request for clarifications or modifications to the service offer
- Receive written confirmation of acceptance or refusal, granted amount, and execution conditions

Conduct feasibility study
- Once approved, conduct the feasibility study as defined in the service offer
- Ensure study is completed within the six-month deadline

Submit completed study to Énergir
- Submit the completed feasibility study report signed by a qualified engineer to Énergir for review
- Include all supporting calculations and required documentation

Receive feedback and finalize study
- Énergir analyzes the study and may request adjustments
- If satisfactory, the final study results are submitted to the client

Invoice and receive grant payment
- Send the invoice to Énergir for the eligible portion of the study
- Receive the grant disbursement following final approval of documents

- Applicants must submit applications and supporting documents electronically when possible.
- For large-scale projects (annual natural gas savings of 500,000 m3 or more), a follow-up plan and report on the achieved savings are mandatory.
- All reports and calculations must be prepared or verified by an engineer who is a member in good standing with the Ordre des ingénieurs du Québec.
