- People receiving or eligible for Employment Insurance
- People receiving last-resort financial assistance

- Students with a compulsory school attendance requirement, unless exceptional and documented circumstances are approved

- Childcare and transportation costs, under certain conditions
- Other out-of-pocket expenses related to participation, such as childcare or transport
