The Assistance Regulation now shows M.R. 41/2026 as the latest included amendment, replacing M.R. 115/2025 and indicating a materially updated rule set for EIA eligibility and benefit conditions. The How to Apply for Employment and Income Assistance page was also streamlined: the Winnipeg instructions were reworded, the outside-Winnipeg process now directs applicants to their local Regional Social Services office, and the page no longer shows the pre-intake orientation presentation or the application-forms link.

Who is eligible?
- The Fair Practices Office provides assistance to Manitobans applying for, or receiving services under, the following Department of Families programs: Employment and Income Assistance, Community Living disABILITY Services, Children’s disABILITY Services, and Early Learning and Child Care Program (Subsidy).
Who is not eligible
- People who do not live in Manitoba
- People who are not in financial need
- Applicants who do not meet the rules of the relevant EIA category

Ineligible Costs and Activities
- Applicants with an outstanding warrant for a serious crime under the Criminal Code may not be eligible to get Employment and Income (EIA) benefits until they deal with it.

- If you live in the City of Winnipeg, call 204-948-4000. If you are deaf or hard-of-hearing, call 1-800-855-0511 (Manitoba Relay Service).
- If you live in the City of Winnipeg, visit in person at the 111 Rorie Street office.
- If you have children or require accessibility services, you can be helped at 128 Market Avenue.
Processing and Agreement
- The Central Lien Registry will negotiate a discharge of the lien according to the best information available in old regional case files.
- The policy in effect at the time of lien registration and assistance payout should govern the recovery calculations.
Additional information
- Benefits are paid by direct deposit.
- Applicants may need a pre-intake orientation and intake appointment.
- Applicants can appeal certain decisions to the Social Services Appeal Board.
