- Low-value emergency preparedness equipment such as EOC kits, radios, generators, pumps, and notification systems
- Administrative fees up to 10% of the total funding request

- Purchase or installation of equipment or capital items, except tsunami sirens in tsunami zones
- Benefits, insurance, meals not linked to travel, gifts, and honoraria except for an elder at an event
- First aid kits, emergency preparedness kits, and evacuation boxes
- Salaries for existing employees funded by another Government of Canada program
- Interest and banking fees

Processing and Agreement
- Step 1: Call for applications and regional outreach
- ISC Headquarters posts a national call for proposals.
- Regional offices contact First Nations in their region through a call-out letter or email.
- Step 2: Application review
- Regional offices review applications and may contact applicants for support while completing the file.
- Applications are assessed against community risk, project impact, feasibility, expenditure eligibility, and prior program support.
- Step 3: Decision and notification
- Applicants are informed by the regional office of the status of their application and eligibility.
- Step 4: Funding agreement and reporting
- Approved projects proceed under the signed funding agreement.
- Reporting requirements are set in the agreement and must be met on time.
