Eligibility

Who is eligible?

  • Labour, management, and equipment costs for emergency response
  • Temporary staff, overtime, consultants, and specialized contractors
  • Rental or purchase of special equipment, vehicles, fuel, and insurance
  • Evacuation, temporary relocation, transport, and repatriation costs
  • Inspection, recovery planning, and mitigation-related professional fees

Ineligible Costs and Activities

  • Costs covered by insurance or another authority
  • Medical costs already covered by another program
  • Volunteer pay and general administrative or operating costs for search and recovery
  • Non-essential travel and oversized baggage during evacuation
  • Structural mitigation measures funded through other programs

  • First Nations reserves in Canada

Selection criteria

  • Community risk, including past emergencies and regional hazard exposure
  • Project impact on resilience and the number of people directly benefiting
  • Community engagement, including youth, elders, and leadership
  • Project feasibility, including a detailed work plan and budget
  • Past use of program funding, with priority given to communities not previously supported

How to apply

  • Step 1: Coordinate with the regional office
    • Work with the regional emergency management contact on the proposed activity.
    • Obtain guidance on admissibility and required support, when needed.
  • Step 2: Prepare supporting information
    • Provide the required inspection, recovery, or other supporting documents for the request.
    • Submit the information requested by the regional office for review.
  • Step 3: Submit the request
    • Send the application and supporting documents to the ISC regional office.

Processing and Agreement

  • Applications are reviewed by regional offices and, when needed, with headquarters support.
  • The department assesses eligibility and cost admissibility against program rules.
  • Applicants are notified in writing of the decision.
  • Approved projects proceed under the funding agreement and may require final reporting or a certificate of completion.

  • Proposals are reviewed on an ongoing basis until funds are spent or until March 31, 2027.
