Eligibility

Who is eligible?

  • Registered owners, assessed owners, and tenants of lands and buildings within the Community Improvement Project Area
  • Property and building owners, tenants, and businesses

Who is not eligible

  • Properties used exclusively or predominantly for residential purposes, where not allowed by the program
  • Tenants without owner consent
  • Applicants seeking funding for the same work under another municipal community improvement plan
  • Projects with work started before approval

Eligible expenses

  • Development, redevelopment, and rehabilitation
  • Improvements that enhance energy efficiency or building performance

How to apply

  • Step 1: Pre-consultation
    • Meet with a representative of the Elgincentives Implementation Committee.
    • Confirm eligibility and required documents.
  • Step 2: Submit application
    • Complete the application form.
    • Attach supporting documents and cost estimates.
  • Step 3: Review and decision
    • Application is checked for completeness.
    • Complete applications are reviewed and approved, refused, or sent back for more information.
  • Step 4: Agreement and project start
    • Sign the Financial Assistance Agreement.
    • Do not begin work before approval and agreement execution.
  • Step 5: Completion and payment
    • Submit completion documents, invoices, and proof of payment.
    • Payment is issued after review and, if needed, inspection.

Processing and Agreement

  • Applications are received and reviewed by the Elgincentives Implementation Committee.
  • The Committee evaluates applications against the eligibility criteria and objectives of the CIP.
  • The Committee decides to approve or refuse applications, or prepares recommendations to County or Local Council where necessary.
  • Approved grants and tax-based incentives are overseen by the Committee.
