Overview
The Electric Vehicle Affordability Program (EVAP) lowers the purchase or lease cost of eligible new light-duty electric vehicles in Canada through a point-of-sale incentive. In 2026, the maximum incentive is $5,000 for battery-electric and hydrogen fuel-cell vehicles and $2,500 for plug-in hybrid vehicles. Amounts decline annually through March 31, 2031, subject to available funding. The enrolled dealership or authorized seller submits the request after obtaining the consumer’s consent and attestation.

Eligibility
Who is eligible?
- Canadians.
- Canadian organizations and businesses.
- Approved carsharing companies in Canada.
Who is not eligible
- Consumers cannot submit an incentive claim directly. The claim must be submitted by an enrolled dealership or authorized seller. Transactions and vehicles that do not meet the program criteria are ineligible.
Eligible expenses
The eligible transaction is the purchase or qualifying lease of an eligible new light-duty electric vehicle. The incentive is applied directly to the final transaction value at the point of sale.
Ineligible Costs and Activities
• Used vehicles or transactions completed before February 16, 2026.
• Vehicles at or above 8,500 lb, with fewer than four functioning wheels, not highway-capable or not compliant with Canadian safety standards.
• Vehicles made outside Canada and outside a country with a Canadian free-trade agreement.
• Transactions over $50,000 unless the vehicle is made in Canada.
• Leases shorter than 12 months.

Selection criteria
Transport Canada confirms the vehicle and transaction through an eligibility assessment submitted by the enrolled dealership or authorized seller. Funding is allocated on a first-come, first-served basis and remains subject to availability.
How to apply
- The dealership or authorized seller enrolls in the EVAP portal.
- The dealership or authorized seller submits an eligibility assessment through the portal before delivery.
- The recipient completes the Consumer Consent Form.
- If eligible, the recipient signs the Attestation Form.
- The dealership or authorized seller submits the claim in the EVAP portal with the signed sale or lease agreement and Attestation Form.
Processing and Agreement
- The dealership or authorized seller submits the eligibility assessment before the vehicle is delivered and the incentive is provided.
- Once eligibility is assessed, the incentive is applied directly to the bill of sale or lease agreement after taxes and fees.
- The dealership or authorized seller must upload the completed Sale or Lease Agreement and Attestation Form through the EVAP portal.
- After submission, Transport Canada verifies vehicle registration in the provincial or territorial database.
- The dealership should be reimbursed within 20 business days after the approval email, and emails are sent when a request is approved and when payment is issued.

- The program is open as of February 16, 2026, and runs until March 31, 2031, subject to funding availability.
