  • Temporary labour, professional fees, and external professional services
  • Project-related rental costs and non-municipal premises
  • Equipment and materials needed for the project, within the program limit
  • Promotion costs, artist fees, travel and training in Quebec
  • Non-refundable GST/QST/HST portions

Ineligible Costs and Activities

  • Operating costs and recurring activities
  • Projects already started or recurring projects
  • Buildings, infrastructure, restoration, land, and property purchases
  • Fundraising, benefits, sponsorships, contests, awards, and international projects
  • Expenses not directly related to the project or incurred before the announcement letter

Processing and Agreement

  • Applications are reviewed by a selection committee.
  • Eligible projects are assessed against the program criteria.
  • The committee selects one or more projects.
  • A contract is signed within 30 days after approval.
  • A final accountability report is required before payment is released.

Additional information

  • Projects can be submitted at any time by email.
  • The selection committee meets twice a year, in early April and early September.
  • Applicants will be notified of the decision, whether positive or negative.
  • Supported projects must have their funds committed by December 31, 2026.
