Selection criteria

  • Applications are evaluated through a business case approach.
  • Assessment includes alignment with Regional strategic priorities, desired project outcomes, alternative options, technical and financial assumptions, long-term financial implications, and potential risks.

How to apply

  • Submit a written request to the Commissioner of Finance.
  • Submit the request prior to September of the forthcoming year.
  • Include a description of the capital project, a business case, and an estimated completion date.
  • Confirm that the conditions of funding have been sufficiently met.

Processing and Agreement

  • Institutions that receive funding approval must enter into a funding agreement with the Region.
  • The funding agreement outlines payment terms and conditions, including milestone-based disbursements.
  • Annual reports detailing project completion status and progression toward key milestones are required.
  • The agreement includes the form of recognition of the financial support from the Region of Durham.

  • All community investment requests must be submitted in writing to the Commissioner of Finance.
