Overview
Provides up to 90% support plus up to $40,000 per building to help revitalize Île de Hull through new residential construction and qualifying expansions, replacements, or transformations. Eligible activities include building new multi-unit residential buildings (2+ storeys) and adding new dwelling units under approved municipal authorizations and permits.
Activities funded
- New construction of a 2+ storey building with at least two dwelling units on a vacant lot or an automobile parking lot.
- Expansion, replacement, or transformation of a building resulting in a 2+ storey building with at least two new dwelling units and an increase in residential property assessment value.
- Expansion or replacement of a fire-damaged building resulting in a 2+ storey building with at least two new dwelling units and an increase in residential property assessment value (compared to the pre-fire state).
Eligibility
- The building must be located within the Île de Hull program perimeter.
- The project must be approved by City Council under applicable urban planning authorizations (PIIA, conditional use, or PPCMOI).
- A building permit must be issued by the City before work begins.
- Work must comply with the issued building permit and all applicable municipal by-laws.
- Only the residential portion of the building is eligible.

- Projects including dwelling units intended for tourist accommodation governed under Québec’s tourist accommodation regulation (e.g., Airbnb-type units).
Ineligible Costs and Activities
- Portions of buildings used or intended to be used as tourist accommodation governed under the Québec tourist accommodation regulation (e.g., Airbnb-type units).
- Commercial floor area added as part of a project (only residential areas are subsidized).

- Île de Hull (Gatineau), within the program perimeter (Sector 1 and Sector 2)
How to apply
- Step 1: Confirm project eligibility
- Ensure the building is within the Île de Hull program perimeter and in the applicable sector.
- Confirm the project fits one of the eligible work categories and applies to the residential portion only.
- Step 2: Obtain required municipal approvals
- Have the project approved by City Council under the applicable authorization (PIIA, conditional use, or PPCMOI).
- Step 3: File the building permit application
- Submit a complete and compliant building permit application to the City and obtain the permit before starting work.
- Step 4: Submit the subsidy request through the permit/approval
- Use the complete building permit application or the Council resolution approving the PIIA/UC/PPCMOI as the subsidy application under this program.
Additional information
- Program in effect from September 23, 2023 to December 31, 2026.
- The subsidy applies only to the residential portion of a building (commercial areas are not subsidized).
- The subsidy may be combined with another program’s subsidy, provided it is paid for residential purposes.
- The subsidy is transferable only once (from the initial applicant/promoter to a first buyer who purchases directly from the promoter).
