- Core operating expenses, including rent, wages, utilities, insurance, bookkeeping, audit fees, and routine software or membership costs.
- Political or advocacy activities aimed at influencing government policy, legislation, elections, or bylaws.
- Religious worship, proselytizing, or faith-based instruction as the primary purpose.
- Projects outside the District of Sooke or without clear benefit to Sooke residents.
- Retroactive funding for already completed projects.
