- Apartment buildings
- Government-owned buildings
- Properties outside the eligible area
- Empty or non-operating businesses, except those renovating in anticipation of reopening
Eligible expenses
- Direct project labour, contractor fees, and facade-related design or engineering fees
- Rental of tools and equipment, project materials and supplies, and shipping or freight
- Provincial sales tax (PST)
Ineligible Costs and Activities
- Routine maintenance, structural repairs, roofs, paving, landscaping, fencing, and interior work
- Improvements not visible from the public right-of-way or started before approval
- Staff wages, benefits, GST, duties, permit fees, and utility costs
- Non-permanent fixtures, additions, accessory buildings, and new buildings

Processing and Agreement
- Applications are reviewed by a three-member Project Review Committee.
- Eligible projects are approved on a first-come, first-served basis.

- Reimbursement is issued after completion, inspection proof, and expense verification are submitted.
