Who is eligible?

  • Residential homes located in the commercial area.
  • Apartment buildings.
  • Government-owned buildings.
  • Properties outside the specified eligible areas.
  • Empty buildings or businesses that are not operating, except if renovating in anticipation of reopening.

Eligible expenses

  • Direct project labour, contractor fees, and related design or engineering fees.
  • Materials, supplies, tools and equipment rental, shipping or freight, and PST.

Ineligible Costs and Activities

  • Routine maintenance, structural repairs, roofs, landscaping, fencing, paving, signage, and interior improvements.
  • Non-permanent fixtures, additions, accessory buildings, and new buildings.
  • Work started before application approval.
  • GST, duties, permit fees, utilities, staff wages and benefits, and purchase of construction tools or equipment.

Processing and Agreement

  • Applications are reviewed by staff and then by the Project Review Committee.
  • The applicant is notified by email or mailed letter of the decision.
  • Successful applicants must sign a Letter of Understanding before proceeding.
  • After completion, the applicant submits proof of expenses, completion, and required inspections for reimbursement.
  • A cheque is issued after staff verifies compliance with the agreement.

Additional information

  • Applications are reviewed on a first come, first served basis until the annual budget is allocated.
  • A Letter of Understanding must be signed for approved projects.
  • Approved projects must be completed by December 31, 2026.
  • The program is funded by Northern Development Initiative Trust.
