Overview
The Digital Citizen Contribution Program offers up to $380,000 per project to support research and citizen-focused initiatives aimed at countering online disinformation and related harms. Eligible activities include developing resources, engaging educational institutions, analyzing the Canadian information ecosystem, and creating interventions to enhance digital media literacy and social inclusion.
Financing terms and conditions
- Financial assistance of up to $380,000 per approved project.
- All funds received must be spent by July 31, 2026.
Activities funded
- Projects developing resources to address disinformation affecting diasporic, Indigenous, or non-official language communities, especially those led by or partnering with such organizations.
- Engagement of high school, college, or university students in fact-checking activities to support Canadian media organizations in countering disinformation.
- Projects creating frameworks or models to estimate the economic cost of online disinformation on the Canadian economy.
- Development of interventions to engage and inform Canadian influencers and content creators on civic and digital media literacy.
- Analysis of recent trends in Canada’s information ecosystem and interventions to address issues such as changes in fact-checking systems, the spread of AI-generated content, and the role of influencers in political discourse.
Eligibility
- The applicant must be a national, provincial, territorial, municipal, Indigenous, community, or professional organization, association, or society with a not-for-profit mandate to represent its membership or community.
- Not-for-profit organizations, including non-governmental organizations, umbrella organizations, non-profit corporations, community groups, regulatory bodies, or associations serving the private sector, are eligible.
- Universities, educational institutions, and individual researchers acting in a personal capacity are eligible.
- Research institutions with an established record in relevant fields, undertaking work within a Canadian context, are eligible.
- For-profit Canadian and Canadian-owned institutions are eligible if the proposed activities are non-commercial and align with the objectives of the Digital Citizen Initiative.

- Research institutions with relevant experience
- Canadian-owned for-profit institutions conducting non-commercial research or programming
Who is not eligible
- Federal institutions, including any department, branch, office, board, agency, commission, corporation or other entity that receives an annual appropriation from Parliament.
Eligible expenses
- Salary and benefits of staff assigned to the project.
- Costs related to research, including data collection and analysis.
- Purchase or development of tools (such as software) necessary for the project.
- Consultants' or external experts' fees for specific project activities.
- Production costs of resources or educational materials related to misinformation and digital citizenship.

- Prepare a balanced, itemized budget disclosing all revenues and expenses
- Develop a detailed project workplan with activities and anticipated outcomes
- Complete sub-components such as the Direct Deposit Form and Acceptance of Responsibility Form if applicable

- Review all forms and documentation for accuracy and completeness
- Confirm that all required documents are included in your package

Submit application package
- Submit the complete application package by email to icn-dci@pch.gc.ca
- Apply before August 22, 2025, at 4:00 pm EST

Await program decision
- Wait for confirmation of receipt and subsequent decision from the Digital Citizen Contribution Program

- Successful applicants can receive up to $380,000 per approved project in this funding round.
- Projects must start between August 22, 2025, and November 1, 2025; all funds must be expended by July 31, 2026.
