Eligibility

Who is eligible?

  • Written news media enterprises, on printed or digital media
  • Organizations that regroup written news media enterprises
  • Media with the legal form of a nonprofit organization, if the other stated conditions are met

Who is not eligible

  • Community media
  • Radio or television stations
  • Media with 40% or more of online content in audio or video
  • Specialized, ethnic, religious, association, opinion, and municipal media, as well as enterprises whose editorial work is mainly handled by the owner
  • Syndicates and professional associations whose purpose is to defend and promote members’ interests; organizations regrouping nonprofit media; applicants in bankruptcy or insolvency; organizations that failed to respect obligations after formal notice linked to previous public aid; organizations that do not meet the required integrity standard; and organizations registered in the RENA register, including subcontractors registered in the RENA register

How to apply

  • Be registered in di@pason as a demandeur before submitting an application.
  • If you are already registered, update your client-partner profile before filing a new request.
  • On the Ministry website, click Aide financière en culture in the Les plus consultés section, then click Service en ligne di@pason.
  • On the authentication page, click inscrire, complete the registration form, click Suivant, and save the draft frequently.
  • Choose an access code and password, then click Enregistrer.
  • After your registration is accepted, sign back in to di@pason and submit the completed request with Soumettre.

Processing and Agreement

  • During analysis, the Ministry may request additional information or documents, including partner commitment letters.
  • If the project is approved, the beneficiary must sign the conditions d’octroi de l’aide financière.
  • The beneficiary must send the information required for accountability at the frequency set out in the program.
  • The beneficiary must provide, on request, any document or information related to the aid.
  • The beneficiary must keep all documents related to the aid for seven years and allow reasonable access for verification.

Additional information

  • The Ministry may provide support before submission, but major changes are no longer possible after filing.
  • Applications must be complete, clear, and based on accurate data to be reviewed.
  • If more information is requested during analysis, the applicant must provide it within the deadline set by the Ministry.
  • A final report, and possibly progress reports, must be prepared by the applicant.
