Who is eligible?
- Multidisciplinary teams of researchers
- Canadian universities and educational institutions chartered in Canada
- Incorporated for-profit organizations
- Incorporated not-for-profit organizations
- Provincial, territorial and municipal government organizations
Who is not eligible
- Post-doctoral fellows are not eligible to act as the Applicant or Partner.
- Proposals including participants affiliated with non-Canadian organizations or institutions may be rejected at the program’s sole discretion.

- Stipends, salaries and benefits for students, research assistants and technical staff
- Equipment acquisitions or rentals
- Professional, scientific, technical consultant services provided by third parties not affiliated with the Micro-net
- Laboratory analysis services
- Materials and supplies

- Salaries and benefits for University Investigators receiving direct and continuous salary through the University
- In-kind contributions
- Professional training or development, such as computer or language courses
- The purchase of land or buildings
- Costs of moving a lab
Selection criteria
- Operational or strategic relevance
- Similar S&T initiatives being funded by DND’s partners and allies
- Industrial and social benefits to Canada
- Distribution of investment or budget constraints, including leverage through cash and in-kind contributions
How to apply
- Complete and submit the Letter of Intent form.
- If invited, complete and submit the Full Proposal form.
- Register and submit the Letter of Intent and the Full Proposal using the Connect service provided by Canada Post Corporation.
- For Connect submission, request a Connect conversation by email at least five business days before the submission closing date and time.
- Transmit the submission by uploading the form in the Connect conversation before the closing date and time.
Processing and Agreement
- Only Applicants who pass the Letter of Intent stage may be invited to submit a Full Proposal
- Selected Applicants will be invited to enter into a contribution agreement with DND
- Final payment will not be made until all agreed-upon project activities have been completed and deemed acceptable by DND
- A reasonable holdback may be applied and released once all conditions of the contribution agreement have been met
- Successful Applicants must sign a non-repayable Contribution Agreement with DND
Additional information
- Letters of Intent and Full Proposals must be submitted through the Connect service provided by Canada Post Corporation.
- Questions related to the CFPMN must be sent to IDEaS-IN.IDEeS-RI@forces.gc.ca no later than five calendar days before the closing dates.
- Applicants may submit more than one Letter of Intent, provided the proposals or project outcomes are distinct, standalone, and have no interdependencies.
- The total Canadian government assistance cannot exceed 100% of total project costs.

A Canadian university must act as the Applicant/Initial Recipient.
Post-doctoral fellows cannot act as the Applicant or Partner.
