- Projects that are stand-alone activities without a program intervention
- Organizations proposing profit-making activities for participants
Eligible expenses
- Project staff salaries, wages, and employer-paid benefits
- Contractor fees, including trainers and translation services
- Travel, accommodation, meals, and local transportation for project activities
- Office supplies, printing, postage, equipment, rent, and utilities
- Evaluation, training, bank charges, membership fees, audit, and insurance costs linked to the project
Ineligible Costs and Activities
- Bonus pay, severance, maternity leave top-up, and extended absence compensation
- Travel or hospitality above National Joint Council rates
- Use charges for recipient-owned equipment and rent for owned or donated space
- Capital purchases such as land, buildings, or vehicles
- Pure research, stand-alone activities, profit-making activities, and ongoing operating overhead
