Overview

Up to 100% of eligible expenses may be funded (maximum amount not specified). The program supports community organizations serving Quebec’s English-speaking communities through ongoing programming and one-time or multi-year projects, including capacity-building and innovative initiatives aligned with the Official Languages mandate.

Activities funded

  • Ongoing, regular programming activities that support community development and have a lasting effect
  • One-time projects that do not require ongoing funding, especially those addressing current issues or demonstrating innovation
  • Initiatives focused on capacity building in orphaned sectors or emerging areas
  • Initiatives advancing equity for English-speaking visible minorities and ethno-cultural communities
  • Initiatives supporting English-speaking communities in isolated and remote regions

Documents Needed

  • Application form – Official Languages Support Programs (Cooperation with the Community Sector)
  • Incorporation documents (or application for incorporation)
  • Articles and by-laws
  • Most recent financial statements (audited, if available)
  • Proof of authority and delegation of signing authority

Eligibility

  • The organization must represent the interests of Quebec’s English-speaking communities (official-language minority communities).
  • The organization’s mission, mandate, or the majority of its activities must support the development and vitality of English-speaking communities in Quebec.
  • The application must be submitted as a complete funding application package.
  • For projects over 12 months, the applicant must demonstrate the need for a multi-year commitment and capacity to complete the project.

  • Associations or institutions
  • Canadian foundations
  • Canadian for-profit organizations (solely for non-profit activities)

Who is not eligible

  • Individuals (except as final recipients under “Building Bridges through arts, culture, and heritage programs”)
  • Government organizations (except when the only entity able to manage a school community center)
  • Universities
  • Schools and school boards
  • Foreign institutions and organizations

Eligible expenses

  • Program or project delivery and monitoring costs (for services, activities, and projects)
  • Studies or analyses to develop essential programs, services, or activities
  • Administrative costs (including auditing, evaluation, and overhead related to funded activities)
  • Eligible expense items may include rent/room rentals, utilities, phone/Internet, office supplies, salaries and benefits, professional fees, equipment/software, venue rentals/permits/insurance, promotion/communications, training, and travel (meals and accommodation)

Ineligible Costs and Activities

  • Expenses related to international activities
  • Expenses incurred before Canadian Heritage receives the application
  • Budget items listed as “Other” without identifying their nature (deemed ineligible)

Selection criteria

  • Consistency with the objectives of the Cooperation with the Community Sector subcomponent
  • Relevance of the issues to community vitality
  • Relevance of proposed activities to the situation and development priorities (where applicable)
  • Expected outcomes and performance measurement relevance (including impact on target clientele)
  • Partner quality/variety and diversified funding sources

How to apply

  • Step 1: Review program guidelines
    • Read the Application Guidelines for the Community Life component (Cooperation with the Community Sector subcomponent) in full.
  • Step 2: Obtain forms (and Letter of Intent where applicable)
    • Use the Application form – Official Languages Support Programs (select the Cooperation with the Community Sector subcomponent).
    • For regional project applications in Atlantic, Ontario and Western regions only: request a Letter of Intent form from the regional office and submit it by email (include organization and project name in the email subject line).
  • Step 3: Prepare a complete application package
    • Complete and sign the application form, date it, and attach all required supporting documents.
    • Ensure the application is complete; incomplete applications will be rejected.
  • Step 4: Submit by email before the deadline
    • National-level applications: email the complete package to dglo-olsp@pch.gc.ca.
    • Regional applications: email the complete package to the appropriate regional office (Quebec applicants submit via the Quebec regional office).
    • When a deadline applies, send the email no later than 11:59 p.m. local time on the deadline date.

Processing and Agreement

  • Canadian Heritage determines eligibility of the applicant, project, and project-related expenses.
  • Receipt of an application is acknowledged within two weeks of receiving it in the office.
  • Applications are assessed against the program’s evaluation criteria; funding depends on the number and quality of applications received.
  • Funding decisions (including eligibility and funding amounts) are final.
  • If approved, funding is provided as a grant or a contribution; contribution funding requires a signed funding agreement and final reporting.

  • Meeting eligibility criteria does not guarantee funding.
  • Incomplete applications will be rejected.
  • Expenses incurred before the application is received are not eligible; spending before written approval is at the applicant’s risk.
  • If funded, recipients must publicly acknowledge Government of Canada support in English and French.
