Activities funded
- Innovative cultural mediation projects based on a sustained encounter process, including at least three exchange moments between an artist or a professional cultural organization and the same group of citizens.
- Cultural mediation projects in the fields of theater, dance, music, circus arts, visual arts, digital arts, media arts, crafts, literary arts, and heritage.

- Confirmation letter from the artist or professional cultural organization involved in the project and/or a quote.
- CVs of the Québec artists involved in the project, with their mailing addresses.
- Logistical needs and technical specifications, if applicable, as well as the necessary permits for indoor and outdoor installations.
Eligibility
Who is eligible?
- Recreation organizations recognized by the City of Québec.
Who is not eligible
- For-profit organizations or businesses.
- Organizations may submit only one application per call for projects.
- An organization may not submit a new project with artists it has already worked with during the past three years.
- A recreation organization may have only one active project at a time; if it already has an accepted project in progress that has not been completed, it cannot submit a new one until the project is completed and the final report has been submitted and accepted.
Eligible expenses
- Costs related to the design, implementation, production, promotion, and management of the project.
- Support persons, in the case of a project involving a clientele with special needs.
Ineligible Costs and Activities
- Outdoor mural, permanent outdoor installation, public artwork, plant-based artwork or installation, or outdoor sound artwork or installation.
- Public cultural activities or performances taking place in parks or ephemeral spaces.
- Cultural programming activities of an organization or recreation corporation, operating support for recognized organizations, events, and series of shows.
- Project already started, recurring project, or project already supported by the City of Québec or by the Ministère de la Culture et des Communications.
- Project involving sensitive content, purchase of food and beverage, as well as, for cultural recreation organizations, year-end activities or projects that would not involve artists or cultural organizations from another discipline.
Eligible geographic areas
- The project must take place within the territory of Québec.
- The professional artists, cultural partners, and professional cultural organizations involved must have their head office in or reside in Québec.
Selection criteria
- Originality and innovative nature of the cultural mediation project.
- Consistency of the objectives and expected results with the project and the organization's mission.
- Involvement of cultural organizations, other partners, and volunteers in the project.
- Impact on participants, accessibility for persons with disabilities, and realism of technical feasibility.
- Realism and balance of budget projections, relevance of the communication strategy, eco-responsible practices, and consistency with sustainable development.
How to apply
- Complete the application form and attach the required supporting documents.
- Return the completed form and its supporting documents to loisirculture@ville.quebec.qc.ca.
Processing and Agreement
- For the application to be admissible, it must be compliant and complete; otherwise, it is automatically rejected.
- The organization receives a response to its application within 75 days following the program deadline.
- A first payment corresponding to 90% of the amount awarded is made after the project is adopted by the municipal bodies, then the balance of 10% is paid after the City receives and approves the final report.
- Cashing the aid constitutes a commitment to carry out the planned project and comply with the production schedule as well as the conditions attached to the payment of the financial aid.
- Any major change during project implementation must be authorized by the program managers, and a complete project report must be submitted no later than 60 days after completion with the completed report form and actual budget; supporting invoices may be requested.
