Overview
The Cultural Equity and Accessibility Funding (CEAF) program offers up to $40,000 to Vancouver-based non-profit arts organizations dedicated to equity and accessibility in cultural spaces. This funding supports the development, delivery, and dissemination of artistic work, as well as capacity building and organizational needs identified by the applicant.
Financing terms and conditions
- Grant amounts range from $15,000 to $40,000 per recipient.
- New recipients are typically awarded a base grant of $15,000, subject to availability of funds.
- Funding will not exceed 50% of the applicant's last actual expense budget.
Activities funded
- Development, creation, production, or presentation of artistic and cultural work.
- Dissemination of artistic or cultural programming.
- Provision of services or space to support arts and cultural initiatives.
- Capacity building activities for equity and accessibility-focused cultural organizations.
Eligibility
- The applicant must be a non-profit society or community service co-op registered and in good standing with BC Registries and Services, or a registered charity with the Canada Revenue Agency (CRA).
- The organization must be physically located or have an active presence and deliver the majority of its programs or services within Vancouver.
- The organization must have a clear mission explicitly committed to supporting equity and/or accessibility denied artists and communities through all aspects of its operations.
- For new applicants, the organization must have previously received two grants through the Communities and Artists Shifting Culture (CASC) program.
- The organization must have maintained a minimum annual expense budget of $50,000 for the past three years.

Who is not eligible
- For-profit businesses and corporations.
- Organizations not legally registered as a non-profit society, community service co-op, or charity.
- Organizations not physically located in or primarily operating within Vancouver.
Eligible expenses
- Capacity building for the organization.
- Delivery of artistic and cultural programming.
- Needs identified by equity and/or accessibility-driven cultural organizations.
- Up to $500 for application assistance for applicants who are Deaf/deaf, Hard of Hearing, or live with a disability.
Eligible geographic areas
- Organizations physically located or with an active presence delivering most programs or services within Vancouver.
Selection criteria
- Demonstrated impact and trust within the cultural community, as recognized by peers.
- Delivery of impactful arts and cultural programs or services on an annual basis.
- Compensation of artists and staff at or working towards standard industry rates.
- Governance model and workplace environment that supports the mission and provides a healthy, inclusive setting for staff and people served.
- Level of professional and experienced leadership in artistic and/or administrative roles.
How to apply

Review eligibility and guidelines

- Gather information on organization status, location, mission, and financials

Submit expression of interest
- For new applicants, complete and submit the Expression of Interest (EOI) form by the deadline
- Ensure the EOI is accurate and contains all required information
- Submit the form before July 30, 2025

EOI review and selection
- Wait for notification regarding the status of your EOI submission
- Only selected organizations will be invited to apply
- Decision communicated in mid-August

Complete and submit application
- Complete the full CEAF grant application after invitation
- Prepare all required documentation and information
- For returning recipients, access the online application with the provided code
- Submit the application before October 1, 2025, 11:59pm

Await council decision
- Wait for the Vancouver City Council to review and approve grant recommendations
- Receive decision on the grant in December 2025

Receive funding and implement programs
- If approved, receive grant payment in January 2026
- Implement planned programs and activities supported by the funding
- Contact staff for any needed application support or accessibility assistance
Additional information
- CEAF grants currently range from $15,000 to $40,000 and will not exceed 50% of the applicant’s last actual expense budget.
- New recipients generally start with a base-level grant of $15,000, which may increase based on available funding.
- Applicants who are Deaf/deaf, Hard of Hearing, or have a disability can access up to $500 for application assistance from service providers.
- Submitting an expression of interest does not guarantee an invitation to apply or grant approval, and only 4-6 new groups may receive support.
