  • Operating costs, recurring projects, and projects already completed
  • Infrastructure, immobilization, restoration, and land or property purchases
  • Books, magazines, prizes, grants, festivals, fundraising, and profit-making activities
  • Alcohol, tobacco, cannabis, gifts, legal fees, and equipment maintenance or warranty costs
  • Costs already funded by the Government of Quebec for the same project
