- Organizations that are totally government funded or directed
- Organizations seeking support for deficits, debts, endowments, or operating expenses
- Groups applying for sectarian, religious, political, or fundraising purposes

- Project costs for definite-purpose, time-limited initiatives
- Start-up costs for recognized-need projects
