Who is eligible?

  • Local municipalities in Wellington County

Eligible expenses

  • Funding for housing development projects and related unit acquisition or rental accommodation initiatives.

Ineligible Costs and Activities

  • Projects without all local permissions in place by December 31, 2027.
  • Requests above the maximum funding amount of $1,000,000 per municipality.
  • Projects that cannot be funded before the program closes or funds are fully allocated.

Processing and Agreement

  • Applications are reviewed by the County’s Administrative, Finance and Human Resources Committee.
  • Viable projects are recommended to County Council for approval, with conditions if applicable.
  • After approval, the Local Municipality and the County sign a contract for the transfer and use of funds.
  • Funding is released according to a payment schedule agreed by both Treasurers.

Additional information

  • Municipalities may submit several projects, as long as the total request stays within the maximum funding amount.
  • County Housing Staff may provide advice on potential projects before submission, if requested.
  • Approved projects are subject to conditions set by County Council.
  • Any unallocated or forfeited funds return to the County’s Housing Development Reserve Fund.
