  • Supporting documents justifying the absence of direct or indirect participation in the operation or management of the daycare, where applicable

Eligibility

Who is eligible?

  • Subsidized childcare service providers (SGEE) whose requests meet the admissibility criteria in section 3.1.
  • A natural person or a legal person registered with the Registre des entreprises du Québec.

Who is not eligible

  • A daycare implantation project at an address where a non-subsidized daycare (GNS) is already licensed or where a GNS project is already underway, unless the GNS permit holder notified the Ministry of the cessation of activities before the launch of the ADP.

Selection criteria

  • Applications are assessed on feasibility, relevance, and quality.
  • The best admissible projects receive the spaces.
  • For capacity increase projects, priority is given first to projects without renovation, then to projects with renovation, and finally to projects with expansion.

How to apply

  • Submit each request using the online form available in the Développement des services de garde éducatifs à l’enfance portal.
  • Complete and sign the request electronically, then submit it online by the date and time indicated for the current ADP.
  • Do not submit the request in person, by fax, or by email.
  • For permit applicants making an implantation request, send the certified cheque, bank draft, or money order to the Direction de la gestion des permis by 21 April 2026 at 16:30 and attach a scanned copy to the request.

Processing and Agreement

  • The Ministry first checks admissibility and gives 10 working days to correct missing or incomplete information.
  • Only admissible applications are analyzed by the Ministry.
  • Applicants are informed of the admissibility result; if the application is ruled inadmissible, a review request may be submitted within five working days of the notice.
  • The minister’s decision on admissible applications is final and cannot be reviewed.
  • Successful applicants receive an authorization letter by email, and the list of authorized projects is published on Québec.ca.
